Counterespionage Efforts: For Whom?

自新修訂的《中華人民共和國反間諜法》頒布實(shí)施以來，國家安全機(jī)關(guān)堅(jiān)持加強(qiáng)反間諜斗爭，依法防范、制止和懲治間諜行為，推動(dòng)形成專門機(jī)構(gòu)與各責(zé)任主體密切協(xié)同、共同發(fā)力的反間防諜工作新格局，維護(hù)國家安全，保護(hù)人民利益，推動(dòng)以新安全格局保障新發(fā)展格局、以高水平安全保障高質(zhì)量發(fā)展。

Ever since the promulgation and implementation of the newly revised Counterespionage Law of the People’s Republic of China (hereinafter CEL), the state security authorities have been stepping up their counterespionage efforts, so as to legally prevent, stop and punish espionage crimes, while, at the same time, working to establish a new platform on which agencies and entities involved can join forces and put their efforts together to safeguard national security and the people’s interests and bring about a new pattern of high-quality development within a high-level security framework.

國家安全是安邦定國的重要基石。當(dāng)前，境外間諜情報(bào)機(jī)關(guān)對我滲透竊密活動(dòng)明顯加劇，各類間諜情報(bào)活動(dòng)的主體更加復(fù)雜，手段更加多樣，手法更加隱蔽，目標(biāo)更加多元，領(lǐng)域更加寬廣，情報(bào)竊密無孔不入，反間諜斗爭形勢日趨激烈，對我國家安全和利益構(gòu)成嚴(yán)重威脅。

National security is the cornerstone for the stability and safety of a country. Recent years have witnessed intensified infiltration and intelligence thefts against China by foreign intelligence agencies, of heightened organizational complexity, with diversified techniques, and at a wider range of targets. These ever-present attempts of penetration and escalating counterespionage challenges pose severe threats to national security and interest.

新形勢下，國家安全機(jī)關(guān)作為反間諜工作的主管機(jī)關(guān)，深入踐行總體國家安全觀，認(rèn)真貫徹落實(shí)《反間諜法》等涉國家安全法律法規(guī)，聚焦間諜情報(bào)活動(dòng)的新主體、新行為、新危害，堅(jiān)持積極防御、依法懲治、標(biāo)本兼治，連續(xù)破獲一系列間諜案件，沉重打擊了境外間諜情報(bào)機(jī)關(guān)的囂張氣焰，有力維護(hù)了國家主權(quán)、安全、發(fā)展利益，為以中國式現(xiàn)代化全面推進(jìn)強(qiáng)國建設(shè)、民族復(fù)興偉業(yè)筑牢堅(jiān)強(qiáng)安全屏障。

Under the new circumstances, implementing the Overall National Security Outlook and enforcing the CEL and other relevant laws and regulations, the state security authorities, as competent bodies responsible for counterespionage operations, are focusing their efforts on new entities, forms, and risks of espionage activities, and adhering to the principles of active defense, lawful enforcement, and eradication of offenses from the root. So far, they have successfully cracked down on a series of espionage crimes, dealt a heavy blow to the attempts of foreign intelligence agencies and effectively safeguarded the sovereignty, security and interests of China, before a strong shield can be built for the construction and rejuvenation of a strong nation of modernization.

堅(jiān)持以人民安全為宗旨是新時(shí)代國家安全的根本立場，國泰民安是人民群眾最基本、最普遍的愿望。一個(gè)時(shí)期以來，境外間諜情報(bào)機(jī)關(guān)處心積慮、想方設(shè)法地拉攏、脅迫、策反我涉密敏感單位、核心要害部門以及出國境人員，甚至將蠱惑竊密的黑手伸向未成年人，對人民群眾的生產(chǎn)生活和財(cái)產(chǎn)安全造成嚴(yán)重威脅。有關(guān)人員一旦在境外間諜無所不用其極的滲透下誤入歧途，貪利忘義、心存僥幸、不迷途知返，往往會(huì)墮入違法犯罪的深淵，釀成危害國家安全、毀滅個(gè)人前程的嚴(yán)重后果。

It is the basic stance and the fundamental aspiration for the national security authorities to uphold the security of the nation and safeguard its peace and stability in the new era. For a period of time, there have been deliberate and systematic attempts of co-option, coercion and subversion by foreign intelligence agencies of personnel from our confidential agencies and critical departments and minors, as well as Chinese nationals travelling abroad, so that they could steal state secrets for them, posing severe threat to the safety of the life and property of the Chinese people. Once led astray by relentless foreign spies, those individuals, driven by greed, would find themselves trapped in the depth of crimes, putting national security and their own future in jeopardy.

國家安全機(jī)關(guān)堅(jiān)決扛起反間諜法定職責(zé)，堅(jiān)定履行黨和人民賦予的神圣使命，聚焦間諜活動(dòng)的高度隱蔽性、專業(yè)性和危害性，不斷增強(qiáng)人民群眾反間防諜意識(shí)和素養(yǎng)，為維護(hù)國家安全、守護(hù)人民安康而忠誠履職、擔(dān)當(dāng)作為。同時(shí)，新形勢下開展反間諜斗爭，必須堅(jiān)持專門工作與群眾路線相結(jié)合的原則，進(jìn)一步打牢群眾基礎(chǔ)，充分發(fā)揮人民群眾積極性、主動(dòng)性、創(chuàng)造性，筑牢國家安全人民防線，打好反間防諜人民戰(zhàn)爭。

Faithful to the sacred mission entrusted by the Party and the people, and steadfast in their responsibilities to safeguard national security and protect people’s well-being, the state security authorities are working very hard to combat espionage activities of highly covert, professional and harmful nature, and continuing to strengthen the public’s counter-espionage awareness. At the same time, to fight espionage acts under the new circumstances, we must not only strengthen our counterespionage operations but also adhere to the mass line, that is, mobilizing the support, involvement and initiatives of the people, strengthening the defense line for the people and thereby waging a counterespionage war by the people.

For the Sound and Sustainable Development of the Economy

發(fā)展和安全不是非此即彼的單選題。中國政府加強(qiáng)反間諜工作是為了更好統(tǒng)籌發(fā)展和安全，持續(xù)營造健康穩(wěn)定的良好發(fā)展環(huán)境，始終堅(jiān)持“法治是最好的營商環(huán)境”理念，秉持法治精神、遵循法治原則，通過持續(xù)打造市場化、法治化、國際化的一流營商環(huán)境，有效維護(hù)了外商投資中國、深耕中國、贏在中國的收益率和信心值。

Development and security are by no means something elective but rather compulsory. By strengthening its counterespionage efforts, the Chinese government aims at striking a balance between development and security. To foster a sound and stable environment for growth, China has been steadfastly upholding the principle of the rule of law, and has effectively guaranteed the confidence of foreign investors in the returns of their investment in the internationalized market of China.

據(jù)統(tǒng)計(jì)，2024年，我國外貿(mào)實(shí)現(xiàn)總量、增量、質(zhì)量“三量”齊升，貨物貿(mào)易連續(xù)8年保持第一大國地位；全國新設(shè)立外商投資企業(yè)59082家，同比增長9.9%；境外直接投資1438億美元，同比增長10.5%，外資在華經(jīng)營保持良好態(tài)勢。在當(dāng)今世界逆全球化抬頭的變亂局勢中，中國對外開放水平持續(xù)提升，展現(xiàn)出強(qiáng)勁的國際競爭力和吸引力，《反間諜法》“破壞營商環(huán)境”的荒謬論調(diào)不攻自破。事實(shí)證明，中國加強(qiáng)反間諜工作保護(hù)的是包括外企在內(nèi)的絕大多數(shù)人員的合法權(quán)益，打擊的是極少數(shù)危害國家安全違法犯罪行為，追求的是高質(zhì)量發(fā)展和高水平安全的良性互動(dòng)，堅(jiān)定不移在法治軌道上為推進(jìn)中國式現(xiàn)代化保駕護(hù)航。

According to statistics, China’s foreign trade in 2024 attained growth in its total volume, incremental volume and quality, and has been leading the world for eight straight years. A total of 59082 foreign-invested enterprises were newly established nationwide, marking a year-on-year increase of 9.9%.The foreign direct investment reached US $ 143.8 billion, an increase of 10.5 % of the previous year，with foreign investment in China maintaining a positive trend of operation.Amid the current trend of deglobalization, China has continued to improve its openness to the world and demonstrated strong competitiveness and attractiveness worldwide, eloquently refuting the rhetoric that “the CEL undermines the business environment”. It is proven that the target of all China’s counterespionage efforts is aimed at fighting the few illegal and criminal activities against national security, safeguarding legitimate rights and interests of the vast majority, including those of foreign enterprises, and pursuing a positive interplay between high-quality development and high-level security, so as to pave the way for the rule of law and China’s modernization.
